City of Minot announces extension of NDR grant deadline

Minot officials have announced a two-year extension of the deadline to utilize all funds the city was awarded in 2016 from Housing and Urban Development’s Disaster Resilience program.

Under legislation approved by Congress as part of the 2022 appropriations bill, the deadline to utilize the $74.3 million Minot received in 2016 from HUD has been extended from Sept. 30, 2023, to Sept. 30, 2025.

“We’ve always been on schedule to use these funds by the deadlines set by HUD, and this exten-sion won’t change the plans for most of our current projects,” Minot Mayor Shaun Sipma said. “But this extension does allow us some additional time to at least explore if there are any new potential opportunities to benefit our community.”

Sipma said most projects remain on track to be completed by the 2023 deadline, and the City doesn’t currently expect to extend the timelines in place. Minot was one of 13 grantees, and the City has consistently been among the leaders in utilizing the funds for their intended purposes and for adhering to HUD’s deadlines.

Emily Berg, interim NDR program manager, said the HUD extension could have potential bene-fits for at least two of Minot’s ongoing long-term projects, although both projects remain on schedule to utilize the NDR funding by Sept. 30, 2023.

“The Center for Technical Education project specifically could benefit from this additional time,” Berg said. “This also could open up potential opportunities for more property acquisitions to take place for future flood control projects as part of the City’s partnership with the Souris River Joint Board to utilize funding from the State Water Commission.”
